You do not say what year iMac...? there are hardware limitations

verify you are using the Safari browser to download/initiate the macOS links.

I let it spin for an hour with no updates offered.

iMac late 2015 running macOS Catalina 10.15.7 with Safari running version 15.2 (15612.3.6.1.8, 15612)
Automatic update preference is checked.


Forget the spinning wheel— close the System Preferences.


From your Spotlight search open the Terminal.app as suggested above— copy and paste:

softwareupdate -l


use the enter/return key to proceed...

if it does not return your Safari in question then it is not for you.
