Syncing music library to iPhone and how to turn off iCloud music library

I am unable to see where I can sync my music library from my Mac to my iPhone. Instead of seeing an option to sync, I see an instruction that I need to turn my iCloud music library off. I seem to be unable to do this. Any help very much appreciated. Thanks!

If you have a subscription to Apple Music music should sync automatically. If you don't, iCloud music library can be turned off in Music Preferences. And on your iPhone use Settings > Music.
