link problem with Safari (# and %)

From the PDF file, I want to proceed to this site by clicking a link:

https://www.amazon.com/dp/B08DKNY3LN#customerReviews


but the result I get from Safari is:

https://www.amazon.com/dp/B08DKNY3LN%23customerReviews


which leads to:

"SORRY we couldn't find that page."


This PDF file page responds the above when using Safari, but the same PDF page has no problems with Chrome. When using Safari, the change occurred between the above links is the # and the %.


Question: Can this be fixed with Safari?

On this Mac, it opens the page.


Go step by step and test.


1. Update Safari, if an update is available. Update may come with bug fixes.

2. Quit Safari, launch Safari holding the Shift key down.

3. Startup in Safe Mode. https://support.apple.com/guide/mac-help/start-up-your-mac-in-safe-mode-mh21245/mac.  

    Quote:

    And it deletes some system caches, including font caches and

4. Clear History

    this is like a low level resetting of Safari without affecting passwords and bookmarks.
