Assuming that you and your IP address are in a supported country and have an active Apple TV+ subscription, then the error message itself may be in error.
If you can watch episode 1 and 2 of an Apple TV+ series, but not later episodes, then the issue may be that you are not signed in to the Apple TV app with an Apple ID account that has the Apple TV+ subscription. A select few starter episodes may be freely available as teaser for the subscription service, without being signed in.
Users will need to sign in to the Apple TV app, through the in-app Settings (sprockets wheel icon), with the Apple ID account that has the subscription, for the subscription to be recognized by the app.
