Disassociating an Account:

Is it signed into some one else's Apple ID? If so, your friend needs to have that person sign themselves out of it. Elsewise, she will not be able to assign it to her own account. It is a theft deterrent. So, have her contact the seller. If purchased off of a site such as eBay, then contact the site, asking if the seller can be held accountable, and if she can get her money back. This is the site the seller should have used. What to do Before you Sell, Give Away, or trade in your iPhone, iPad, or iPod touch - Apple Support. The seller should have known better.
