I can't open a file of screen recording, it says Item " Screen Recording ... " is used by macOS and can’t be opened

As i have seen someone asked similar question, but it doesn't provide an answer.

I can't open a file of screen record on my MacBook Pro, because it says me that Item “Screen Recording 2022-02-09 at 8.01.37 AM.mov” is used by macOS and can’t be opened. But i have another laptop, it is Asus and there i can open this file. I have done it already and everything is good file doesn't corrupt and i can watch it on Asus or YouTube ( i have uploaded it on YouTube), but on my MacBook it doesn't work and show me this message. Also, I have several files of screen recordings on my hard drive and i can't open them. I have already restarted my MacBook of cause i have plugged and unplugged hard drive / HDD, but nothing is working. How i can solve this problem?

Message shows my problem

Make sure the Screen Recording app is completely shut down by doing File --> Quit (or Command + Q while the Screen Recording app has the focus). The Screen Recording app typically keeps the vidoes open in the app until you click the red "x" button for each open video's window which I believe will also prompt you if you want to save the video if not already saved. If this still does not work, then while the screen recording app is completely closed, reboot the Mac and try opening the video file again. macOS defaults to reopening any open apps/windows when restarting which would keep those videos locked if the Screen Recording app is launched automatically on each boot/login.
