Finder disappearing under MacOS Monterey

A few weeks ago, I upgrade to MacOS Monterey. For the most part, it works well. I have notice one issue that crops up every so often. I have pinpointed it to a combination of Keyboard Maestro, Outlook, and sometimes Text Expander (version 6).

If I use my pre-defined shortcut to launch Outlook (created in Keyboard Maestro), Finder disappears after the app launches.. The app functions normally, but the only way to get back to the Finder is to quit Outlook. Then the Finder appears. If I launch Outlook through the bottom taskbar, this issue doesn't occur. If I have other apps up when this happens, they all have to terminate before the Finder appears. Yet they too function normally.

I have installed the latest updates to Keyboard Maestro, Outlook, and MacOS but it didn't resolve this issue. Is this just some cosmetic bug in MacOS Monterey, or an issue with Security Preferences, or iCloud?

These are all third party apps <Keyboard Maestro, Outlook, Text Expander>

You can relaunch Finder on the fly—>Force Quit>Finder>Relaunch

You can uninstall to test <Keyboard Maestro, Outlook, Text Expander>

or

To trouble shoot further you can:

—Try a SafeBoot https://support.apple.com/en-us/HT201262

Takes noticeable longer to get to the login screen, does a 5 minute disk repair before it fully boots up, and certain system caches get cleared and rebuilt, including dynamic loader cache, etc.

Login and test. Reboot as normal and test. Caches get rebuilt automatically.

In Safe mode third party system modifications and system accelerations are disabled, it removes malware, etc hampering smooth operation, however a reboot will put it back to normal mode.

This test will tell you if third party interference; extensions etc are not loaded in safe boot mode.

—Test issue in another user (or guest user) account https://support.apple.com/guide/mac-help/set-up-other-users-on-your-mac-mtusr001/mac

This will tell you if it a universal issue or isolated to your user/admin account.

Uninstall all third party apps that are Cleaners/Optimizers/VPN/Anti-Virus

all known to cause issues on the macOS

When this occurs, you can't Force Quit the Finder because it's not an item to select under the list of options. The only way for the Finder to reappear is to quit all applications.

It occurs most often with loading Outlook and /or TextExpander. It only seems to happen when using the keyboard command I assigned to launch Outlook through Keyboard Maestro. I tested launching other Microsoft apps through Keyboard Maestro but it doesn't occur with them. I can launch Outlook manually through the taskbar, same thing the symptoms do not arise.

I am still wondering if it is an issue with Security Preferences and Outlook or with Keyboard Maestro. Can not having a fully authorized app under Security cause such issues with Finder?
