Cannot add MP3 files into Music library on MacOS Big Sur

I have a problem that has been dogging me for some time. I cannot add MP3 or AAC files to my music library on my Mac. I can import tracks from CDs, but not files.


Attempting to drag a file into the Music app results in a red box appearing around the music library window and the file won't drop.


Double-clicking on a file, or telling it to open the file with the Music app does nothing.


I have looked at all the settings in Preferences, but can't find anything that is apropos to this issue. Anyone else have this problem or know a fix? Thanks.
