My iCloud account says i have 37GB of photos. my photo app and storage settings say different - 4GB - and by comparing my icloud images in a web browser against my photo library, there is no difference. this is obviously causing storage / backup issues. could these be cloned somehow?! Thanks!
Your 4GB of photos on your iPhone are optimised, which is to say smaller versions of the full sized photos in iCloud.
You can check this in your iPhone's Settings > Photos > Optimise iPhone Storage
