Very suspicious “Make Gif” pop-up after recording video

Once in a blue moon, a large pop-up with the title “Make GIF” and a “Done” button comes up several minutes after making a video from my iPhone. In the pop-ip the video I last took is shown, fully. There is no way to cancel it that I’ve seen.

I’ve never hit “Done” because it seems so suspicious. i tried to swipe up to geto the app selector but I can’t. The whole phone freezes up.

The App I icon is pink with a white iconic graphic of a photo. I took a screenshot but not sure if I can share that here.

I have to say, this is pretty disturbing as it has access to my videos/Photo app.

It would be better if you can please re-post with a screenshot, in order to understand the phenomenon better. Images/pictures speak louder than words.
