Disable shift+scroll (horizontal scrolling)

It has proven to be the most annoying feature that I've encountered while on macOS. This feature has eluded every single way I've tried to disable it and is making using my mouse harder for no reason. I use a Razer Cynosa Lite and a Razer Viper Mini, so neither of these devices can use Razer Synapse 2 (the only version supported on macOS). I'm sure if I could use it I would find a fix, but I am not that lucky. Is this feature able to be turned off at all? I've managed to change all kinds of settings with 3rd party apps and the settings app but this is the one thing that will not leave me alone.
