iPhone picture 0kb and cant open after downloading to PC

My IPhone was getting full of pictures so I decided to download a bunch onto my PC, after plugging into my pc with my lighting cord I simply cut and paste the files from the iPhone storage onto my pc, however some of the MOV files will not play and are displaying as 0kb.

I’m pretty sure these files were the ‘Live Photos’ which are very short video files however they don’t seem to work on pc and now I’ve been left with these useless files and since I cut and paste them from the iPhone storage they are no longer there either, I have also checked my iCloud and they were not saved their either, so at the moment they are lost.

can I get these files to play on pc or if not get them back on my phone in anyway?
