My daughter had it replaced at a non-apple center but the manufacture is week 33 of 2019. Is there any redress in getting the screen replaced?

Who replaced it, and when? Apple or an Apple Authorized Service Provider have at the very least a 90 day warranty. Do you mean non-Apple as an Apple Authorized Service Provider or as a 3rd party?
Then you would need to take it up with whoever did the service. That's the same as with any other 3rd party repair business.
I don’t know what the week of manufacture has to do with anything. When the screen was broken the warranty ended. Having a non-Apple part installed probably ended any support from Apple but you can always click on the Get Support link at the top right of this page and check with Apple Support.
