We have ordered 10 iPad Minis for our school .
I need some way to manage all devices and accounts from 1 place so i tried to create account in Apple school manager, but I can't find my country there (Armenia).
So what can I do now ? Can I choose another country and continue registratin or there are another ways to manage devices ?

You can manage without Apple School Manager, but you will not be able to take advantage of Shared iPad or Automated Device Enrollment. You will need a Mobile Device Management platform (you would need this anyway, even if you did have access to Apple School Manager). Some options are Jamf Now, Mosyle Manager, and Fleetsmith.
