Create an AppleID, then go to Settings/Your Name/Media&Purchases/ and sign in with your Apple ID.

Also make sure that your payment information is complete and correct:

Change, add, or remove Apple ID payment methods - Apple Support

Sign in with your Apple ID - Apple Support
