apple wallet app crashing

i am not able to open the wallet app, on an iphone 13 pro max running ios 15. not the app or through the settings page.

i havent been able to successfully add a card into the wallet, and when i try to add the card from my banking app, it says i have the max 16 cards added and need to remove, which i know isnt accurate.

i have read other threads about this and have tried signing out of apple id, forcing restart, resetting settings, etc. and nothing works.
