iPhone X stuck on boot loop?

My phone has done an update and stopped working? At first all that was on the screen was the plug thing so i connected to iTunes, I’ve tried both update and restore option nothing has worked, always getting error code 4013 which apparently is the sign of death! I’ve also followed the advice of volume up/down hold button for 20 seconds and it’s still not working but it’s now flashing the Apple logo on a constant loop? My problem is for some strange reason all my iCloud backups have gone and it’s saying it’s never been backed up( absolute nonsense, backed up plenty of times) Now I’m not bothered about the phone, I’ve ordered a 13 pro to replace it but is there any chance I can get all my life off the phone such as numbers etc etc?😢😢😢
