can I use the Apple Card to pay other bills

The Apple Card is a Mastercard credit card. You can use it wherever Mastercard is accepted. See: How to make purchases with Apple Card - Apple Support

Do note, you cannot use it to pay off other credit cards you may have.

You can use it to pay any recurring services like your power bill, water bill, cable etc... if that's what you mean.
