Can I share a paid App through Family Sharing?

I want to family share my app that I pay for with my husband

The app is the News one that I get the magizines.

Does he have to pay for it or I'm allowed 5 members that I pay for

if you activate purchase sharing none of your family members have to pay, if you buy an app they can download too,, you can enable this option

Do I need to make sure ALL my devices have purchase sharing on them?

My husband has apple id issues on his iPad will this make the difference for why he can't click and open the invite to family sharing?
