I tried purchasing additional iCloud storage, online, but my card was declined every time. Is it because I am not in America? How do I use my debit card to purchase additional iCloud storage, from Jamaica?

You will have to change your country/region if you have moved to Jamica- for this transaction as well as all future transactions you may want to male.
Are you saying I need to live in a different country, or I should try the transaction from a different country?
Have you moved permanently to Jamaica? Are you using a US card to purchase icloud storage or Jamaican?
You should only change your country if you have moved-which i think you have.
