'Show Histogram' menu button is not working? How to get Histogram to show on photos?

The "Show Histogram" menu button is not working under "View" in photos. It seems to be eternally grayed out no matter what i select or photo i am viewing. I know that if I go into editing mode it will show me the RGB curves/histogram but that loads extremely slowly since it has to load all of the other tools and also the RGB values.

What I want to just have the Histogram show up on whatever photo I'm viewing quick and easy. I remember that it used to be an option a while ago but now it seems to never work.

How can I get it to show up again?
