If someone hacked my iPhone and changed my password but did not lock me out and I was able to change my passwords again would there be a way that this person still has access to my phone and my personal information?

If my iPhone was hacked and my Apple ID was changed and an email was sent to me notifying this activity but I didn’t see the email till a week later would that person still be able to gain access? Or even if I changed my Apple ID and my password again to everything with that person still be able to gain access to my phone again even if I feel like I have blocked that person from getting in my phone again? And how would I find out who this person is that hacked my iPhone?
