Security & Privacy, Location Services permission list changes not persistent

After each boot, there are no applications that have location services access. Calendar always requests permission to use location services shortly after boot.


After giving permission, the list in Security & Privacy settings shows calendar.


After a reboot, calendar no longer shows up in the Security & Privacy list. Within a few minutes, a prompt appears for calendar to be granted permission to use location services.


Also, if Maps and Find My are used and granted permission, the entries for those apps are not present after a reboot.


Any ideas as to what is wrong?

Make some change...


>System Preferences>Security & Privacy>Privacy>Location Service




Allow apps to detect the location of your Mac - Apple Support



If no resolve To trouble shoot further you can:


—Try a SafeBoot https://support.apple.com/en-us/HT201262



Takes noticeable longer to get to the login screen, does a 5 minute disk repair before it fully boots up, and certain system caches get cleared and rebuilt, including dynamic loader cache, etc.

Login and test. Reboot as normal and test. Caches get rebuilt automatically.


In Safe mode third party system modifications and system accelerations are disabled, it removes malware, etc hampering smooth operation, however a reboot will put it back to normal mode.


This test will tell you if third party interference; extensions etc are not loaded in safe boot mode.

Added (again) the apps from your example to the permission to use location services. Rebooted. Permissions list had only System Services entry for location services after reboot.


Is there some sort of problem that blocks the update of the permissions list on the hard drive? It looks to me that the list is updated, but not persisted to the long term storage.
