Apps that you have purchased from the App Store are permanently associated with the AppleID account from which they were purchased. As long as the App remains available for download - and is compatible with your device(s) - Apps can be deleted and reinstalled on your device.

If you are unable to add or remove on your iPad, you’ll need to check your ScreenTime restrictions:

• Settings > Screen Time > Content & Privacy Restrictions > iTunes & App Store Purchases > Adding Apps - ensure that this permission is set to Allow
• Settings > Screen Time > Content & Privacy Restrictions > iTunes & App Store Purchases > Deleting Apps - ensure that this permission is set to Allow

If you delete it from the home screen, it will remain in the App Library. If you delete it from the App Library, such as to conserve space, the app can be re-downloaded from the App Store, without having to pay again, unless the app developer does not allow that.
