Control Centre:

Go to Settings > Control Centre > scroll down and tap the green Plus (+) left of Voice Memos to add to Control Centre

Add the Utilities folder:

If Voice Memos is not in the folder, touch and hold the Home Screen background until the apps begin to jiggle.
Drag and drop the Voice Memos app over to the Utilities folder
