Dig out, barrow or buy an inexpensive wired USB keyboard and use that to get thru the initial setup. The go to System Preferences > Bluetooth and connect your older wireless keyboard.
Most any wired USB Logitech, Generic or PC keyboard will work with your Mac Mini.
