iPad Apple ID is locked with text & FaceTime in settings
How do I unlock Apple ID Text & FaceTime in my settings?

Go to Settings, at the top you will see your name or the AppleID the iPad is signed in under. This AppleID login determines much of your FaceTime and Messages 'can receive and reply messages from (AppleID or other email/phone number you have setup within your AppleID/Apple account)'.
Under Settings>FaceTime or Messages, this is where you enable these apps, receive/reply name, and other personalized settings.
