Just upgraded to a 13 from an 8 plus and used the transfer from iCloud feature. All my apps are currently stuck downloading even after signing in and out of the App Store, restarting my phone, and waiting 5 hours. Please help

Do a backup and try a factory reset. Then restore from your backup.
