iphone keeps jumping back to the top of a page when scrolling down

same or similar issue for me on iphone7, v14.8

apple news doesn't allow me to read any articles and jumps back to top or back to main screen.

This seems to be getting worse every day.

That is not an option on my XR. It says iOS is up to date with 15.3.1, but I have the same problem where my iPhone jumps to the start of a message thread or it jumps around on websites too.

Udate to iOS 12.5.5
