REVIEW you APP store information loop

HI- Staring with a new Apple ID and clean account.

Apple ID is set up- Password is known and correct.

In App Store- want to download an app. Prompted with " This Apple ID has not yet been used the iTunes Stope" Options to CANCEL or REVIEW-

Review prompt for Apple ID password- When that is entered it returns to the above prompt-- "This Apple ID..."

Tried on both iPhone 11 and Mac mini- Same problems-

Tried to enter payment info on Apple ID page and not given that option.
