Can i use a different card for my icloud payment to the card i use for my phone bill? or will adding my card for icloud cause the whole bill to come out the account linked to the card

The money will come out of your iTunes Store payment methods in the order they're listed. Aside from manually changing this, you can't specify one for specific transactions.
