Unable to access stolen iPhone's iCloud because of 2FA

Hello, my friend is a gay man in Nigeria who was set up by some wicked men on a dating site. They stole his phone and moved all his monies from his accounts.

Considering he's gay, he has vulnerable info on his phone which can be used to blackmail or hurt him (if you know Nigeria, you'll know how unaccepting the cultures/people are to homosexuality, so he's sort of in the closet for his safety). He's been trying to access his iCloud to block the phone but can't because his 2FA is on and the code is sent to a number which is that of the sim in the stolen phone. Please what are his options? How do I contact apple directly to help? My friend is in danger and I'm scared for him
