I do not know what you have tried. See the Pic below I have set only Down Time and Not Limit Apps. If you do not see Time Glass at the side of the App, do not bother, It won't open.

Probably you have Allowed Discord as "Always Allowed". See the pic below

Thanks for your reply. However, Downtime does not block Discord. I do not have Discord marked as Not Limited Apps. Downtime does not block YouTube, either, regardless of choice made in the Downtime Apps option. You have set a limit on the number of hours available and that is not what I am looking for.

I am hoping Apple reads these discussions and fixes this.
