iTunes/App Store

Hello, I recently had to get a new debit card which was attached to my Apple Music and what not. I was getting multiple unknown charges a month from Apple from someone scamming me. Now I try to attach my new card it says my iTunes/App Store has been disabled. I lost 3,000 songs, and I can’t get my phone to allow me to just put my new card in so I can continue using Apple Music.
