Keep original photos on my iphone and not iCloud

Hello, some of my older photos and videos are stored on iCloud (in higher quality) and they are blurry/lower quality on my iPhone (11 Pro).

—Whatever I do (I have tried restarting my iphone, updating ios, checking the internet connection and so on…), I can not get them to load in higher quality so I want to download them to my phone and not keep them on iCloud.

—To do this I need to set “download and keep originals” in the Photos settings. This is where my problem is, in order to do that I need to have “iCloud Photos” set to ON, but I can not activate it because “More iCloud storage needed”.

—Is there any way I can keep original photos/videos on my phone (activate the “download and keep originals” setting) without having to pay for more iCloud storage (because currently I don’t need it). . . .

Any help is appreciated.

It seems that you do indeed need it. Your best best is to upgrade, even if for one month, to sync everything properly and download your originals. It's only 99 cents for 50 GB. Well worth it.
