The Recently Deleted Album is in the photos app. If the photos are not in there, they are gone. This is assuming that you use iCloud Photos.

If you include photos in your backups,, you may be able to recover them from a backup as long as the photos are in the backup. When you restore a backup, you overwrite the current contents on your device.
