Return stolen iPhone.

I have acquired an iPhone XR to use as a replacement for my hacked 12 pro max. Apparently it is either lost or stolen with iCloud lock. How do I return it to its rightful owner?

only way is to hand it over to your local law enforcements or a local lost and found
