Mail rules don't work
I set up rules in Mail and they never fire off and do anything. Why and how to debug?

I also have rules that are never applied. They're top of the list (I can't add them on icloud.com because icloud.com doesn't let me create a rule for something to go to the inbox, or to never go to spam). I have added the sender to my address list. I have added them as a VIP sender. I have created the rule to never send to junk. I honestly have no idea what else to do at this point to keep my weekly order reminder to come to my inbox.
I continually say this isn't junk too. What gives?

Are you following these instructions: Reply to or forward emails in Mail on Mac - Apple Support ?
Can you manually forward an email to the desired email address?
Rules only automatically work on incoming email If you want to run a rule on an existing email you have to manually apply the rule.
It's odd.. it's a two step action:
1) Forward the message to another e-mail
2) Mark the message as read
Step 1 never happens, but step 2 does
I'm having the same problem as above on incoming emails and have followed the Apple Support article. Yes, I am able to manually forward any/all emails to any email address. It still won't work. Additional thoughts?
