If you read my post above, there are only two providers in Mexico which support Apple Watch. AT&T and TelCel

As long as you mother uses AT&T or TelCel as her cellular provider a cellular Apple Watch will work with either of these two carriers in Mexico. Her iPhone would HAVE to be on either of the two carriers.
