Safari will not open with Feb 2022 update, cannot sign into email

With the latest update to Big Sur (11.6.4) and Safari (15.3) on my iMacPro (2017), I am unable to use the Mail application to access my gmail accounts.

First, I get this:

When I click on "Open Browser", I get this:

And when I try to run Safari, I get this:

Normally, I would try deleting the preferences file and try again, but the usual preferences file doesn't exist in the expected location.

Does anyone have any suggestions or fixes?

Go step by step and test.

1. Quit Safari, launch Safari holding the Shift key down.

2. Startup in Safe Mode. https://support.apple.com/guide/mac-help/start-up-your-mac-in-safe-mode-mh21245/mac.

Empty the trash.

Hold the Option key down and click the "Go" menu in the Finder menu bar.

Library will show up.

Select Safari folder and "Move to Trash".

Test Safari.

If it doesn't work, open the Trash, right click and choose "Put Back".

I'll have to try safe mode (as soon as I can find the link—that one is a dead link), because Safari won't even start. The annoying thing is that I have Chrome set as my default browser, but Mail insists on opening Safari so I can enter my account passwords…

I have tried all sort of stuff, but my iMac Pro will not boot in Safe Mode. I can say that Safari opens when I boot into Recovery Mode, but that doesn't tell me anything.

I've run First Aid on everything, but that didn't help. Safari is still crashing upon startup.

Sadly that link does not work:

Trashing the Safari folder didn't work either. Looks like I'm stuck with reinstalling the OS—at least, that's what Apple Support has told me. Fortunately, I'm at the end of a work project, so I'll be trying that step next.

Even tried plugging in my wireless keyboard via USB. No Safe Mode. I hope that's not an iMac Pro thing. Either way, Safari is still crashing when I try to launch it.
