Safari will not open with Feb 2022 update, cannot sign into email

With the latest update to Big Sur (11.6.4) and Safari (15.3) on my iMacPro (2017), I am unable to use the Mail application to access my gmail accounts.


First, I get this:



When I click on "Open Browser", I get this:


And when I try to run Safari, I get this:



Normally, I would try deleting the preferences file and try again, but the usual preferences file doesn't exist in the expected location.


Does anyone have any suggestions or fixes?

Go step by step and test.

1. Quit Safari, launch Safari holding the Shift key down.

2. Startup in Safe Mode. https://support.apple.com/guide/mac-help/start-up-your-mac-in-safe-mode-mh21245/mac.
