Camera app always defaults to LIVE when opened

Hello,

When I open the camera app on my iPhone 11. the LIVE option is always active and has to be manually turned off to take a regular image. I can't find anything in settings that would allow me to change this. The phone is running 14.8.1 currently although the problem has persisted through various upgrades.

Thanks in advance for any advice.

Settings>Camera>Preserve settings.. the first two options = OFF... ... Live Photo = ON

When done, restart your iPhone and test it.
