Apple says it has a scanner built in so I went to settings as I should + it was on by default. I followed the instructions to set it to back facing camera but there was no scanner. I have two questions the first is do you need safari to have the scanner enabled and the second is do we need wallet to be enabled for the scanner to work.
Other than that could you please tell me why my iPhone13 cannot function in this capacity?

Seems the code scanner doesn't require Safari or Wallet in order to work.
ie: With iOS 15, you can securely store verifiable versions of your COVID-19 vaccination and test result records
in the Health app on your iPhone or iPod touch.
Of course, if you scan a website's QR code, a browser (Safari) will be needed in order to open the website.
or
If you want to save a ticket etc. from its supplier, Wallet is the safe place to keep it.
