If you are trying to restore your iPhone, you use a computer and the instructions here, Restore your iPhone, iPad, or iPod to factory settings - Apple Support If you then see a request for Apple ID and password used to activate the iPhone and you do not recognize that Apple ID or it is not yours, then you have encountered Activation Lock, and the original owner is the only one that can unlock it.
