How to add music to itunes without a computer?

My brother-in-law has a phone and an ipad, but no computer. A friend gave him a whole bunch of CDs. How can I help him get the songs from the CDs into his iTunes?

I saw a previous question like this, but it was from 2013/14, so I don't think the information is current.
