After unlocking to insert new SIM card to my iPhone , I’m unable to send or receive texts. I turn it off & back on, shut phone down too. What strips can I take to get my text to work with new SIM card ?

Go to Settings/General/About and see what it says for Carrier Lock. If it says it is not unlocked then AT&T did not finish the process, or you didn’t finish your end of it. See→How to unlock your iPhone for use with a different carrier - Apple Support
How did you unlock it? If it was unlocked by the carrier it was locked to then contact your new carrier to properly configure your account. If you hacked the phone to unlock it you are out of luck.
When you restored your iPhone as a new device did you get a message “Congratulations, your phone is unlocked”.
I followed instructions for unlocking a iPhone. I erased & restored just as it indicated . I received an email from ATT IT was successfully unlocked, & just followed instructions from there. I now have the ATT SIM card back in. So.. now I’m having to go to ATT & TMobile to get this done. A little ridiculous. Do you have other instructions I can follow to avoid going to an ATT store to unlock ?
Yes I received email the unlock was successful. I’ve now put ATT SIM card back in as I couldn’t make calls or text
No, it would not be in an email, it would be on your computer screen as you were restoring your iPhone.
