Only one of the USB ports of the Cinema Display functional

Hello,

I recently had the pleasure to obtain a 23" Cinema Display. After the initial setup both ports were functional, however after a short while one of the USB ports on the back of the device denied service.

Is there a diagnostic procedure available for this issue?

I was using a Thunderbolt 3 cable and tested another thunderbolt cable I have this time nothing completely black the display seems to recognize that there is a thunderbolt connection but it just goes black and eventually turns the backlight off then eventually will "recognize the connection again" then go black again. My Ipad works fine with both cables then just to be sure I bought a lightning 4 cable and tested this again same result works with iPad does not work with M1 mac book. Online there seems to be a good amount of people with similar problems but there is no resolution. Is Apple aware of this?
