My iPad Air2 is slowing down. How do I wipe the memory and reload apps & data & settings from iCloud?

System Data is filling up my iPad storage What do I do to resolve the problem described above. I have tried a forced restart, have offloaded apps no used, have reduced large attachments, have erased unnecessary movies, I have even backed up the ipad to the cloud and then erased all data and tried to restore from the cloud. As you can see above the system data has made the ipad unusable. The only thin I have not tried is to put in 10 incorrect password which would get the ipad to maybe do a total erasure.
