Switching from an iPhone 8 Plus to 13. Stuck on Updating IOS

Doing Phone to Phone transfer. New phone said it need to update the IOS, started download and finished download. Little wheel started rotating with blue test saying "Install Now" has been spinning for a bout 45 minutes. Have tried taping blue text and all over the screen, but nothing happens.

Is it install the updated IOS or is it frozen?
