iCloud / iCloud photos and iCloud backups

on my iCloud I have 200 GB plan , now 180 GB is occupied by photos ( 90 GB in photos and another 90 GB in backups ) how I can get rid of one of them so I have more space and also while doing it how I can preserve all the photos and avoid losing them . Thanks
