Apple ID Inactive

I recently created a new Apple ID for my laptop and now I am getting a message saying that my Apple ID is not active and that the account has not finished being set up. How can I fix this as it will not allow me to sign in or sign out.

Update Apple ID Settings for "(null)" to set up iCloud? I recently updated to Ventura 13.1, and after the update, the system settings app is asking me to "Update Apple ID Settings" for the Apple ID "(null)" because "Some account services will not be available until you sign in again." Entering my regular Apple ID credentials (which is successfully logged into in the settings Apple ID page) is accepted for this requested update, with no error, but it doesn't clear the warning. I've tried removing the plists for the Apple App Store in the Library and rebooting, thinking that might be related, but that doesn't fix it. I also tried hitting the button in the App Store for "Reset all warnings for buying and downloading", also to no avail. What else can I try? It looks like it's trying to set up iCloud, but I don't store anything on iCloud (although maybe my keychain is backed up there?), so I don't really care much about that, but I would like to get rid of the warning.

Have you verified the ID? See if anything in Section 3 helps.
